I would not be so fast to through out the baby with the bath water. Yes there are other alternatives but a shop that controls their process, i.e. turn over's, chemistry concentrations, times, temperatures and such, should be able to provide a good surface finish. ENIG has been around a long time and yes there can be problems with soldering, peeling and solder mask lifting but 9 times of of 10 it is the fabricators lack of control.
