No standard that I can think of.
I've used 3% for passives commonly.

Is there an industry standard that states the percentage of components a
customer should send above and beyond the required quantities, when they
supply a completed kit for assembly? Some of our customers send exactly
enough SMT components to complete the assemblies and then complain about
receiving shortage requests at the end of the run.
