I don't understand why the substrate colour has any significant consequence for the optical performance. 
All the SMT power LEDs I've seen have well defined cones of light that project forward. 
Further more those that we've worked with are so bright that looking at them whilst lit is inadvisable. 
So the only thing would be to say they will look prettier when turned off.
