IPC-610 is the cerification for the inspectors showing they are qualified to inspect the assembled board to IPC-610 requirements.  J-STD-001 is the criteria for assembly of the board.  Normal certification to be qualified as a J-STD 001 assembler is you have IPC-J-STD-001 training.  Both require a traing class, a test showing proficiency and the person receives a certificate of qualifiaction.  See a training organization like BLACKFOX's web site for more details on the training
