I think it likely the poor beggars who hand incinerate WEEE in third world,
including China, to recover metals do benefit from not getting lead
poisoning. The surrounding environment will benefit from reduction in heavy
metal contamination also. Of course they probably get plenty of other
things. 
I don't think anyone has quantified these benefits especially as it doesn't
officially happen in some of those places.

For all of the debate on the performance of lead-free, the question remains:
 For all of the billions spent on process changes to eliminate lead, has
there been any measurable benefit in health and safety?
