It's more complicated than you would think... There are 2 measurements, static and dynamic. Static will give you an indication how well a material will wet a surface, but you nee to know the surface energy of the substrate you are trying to wet. Best method is contact angle measurement on known surface energy substrate.

Dynamic will tell you how quickly a material will wet and flow... Especially important in processes involving rapid rearrangements, such as spraying. Best method to measure is using bubble tensiometers.

The equipment is not that expensive so if you plan on doing regularly may make sense to invest... One off, put it back on your material supplier, they should have both methods on hand.

Depends on which problem you are trying to solve. Call me if you want to discuss some more to make sure you get most meaningful data...
