Here's information on how to join the ballots.  The key to finding the ballots is this phrase:

click the link for "Show/Join Open Ballot Invitations"

Unless you do that, only ballots in the society you are registered as voting in will show.

Scope: This Standard defines environmental performance standards for imaging equipment (as defined by the U.S. ENERGY STAR Imaging Equipment Specification) including copiers, digital duplicators, facsimile machines, multifunction devices, printers, mailing machines and scanners, relating to reduction or elimination of environmentally sensitive materials, materials selection, design for end of life, lifecycle extension, energy conservation, end of life management, corporate performance, packaging, consumables and indoor air quality.

Purpose: 5.4 Purpose:
This Standard for imaging equipment is part of the IEEE 1680 family of standards that provides a clear and consistent set of performance criteria for the design of electronic products, and provides an opportunity to secure market recognition for efforts to reduce the environmental impact of electronic products. This Imaging Equipment Standard is intended to provide a tool for government, institutional, corporate and consumer purchasers. Product manufacturers may use this tool to earn recognition in these markets, recognizing that certain criteria may not be applicable to all types of purchasers.
The environmental performance criteria of this Standard are intended to define a measure of environmental leadership in: the design and manufacture of imaging equipment; the delivery of specified services that are associated with the sale of the product; and in associated corporate performance characteristics. This Standard is defined with the intention that the criteria are technically feasible to achieve, but that only products demonstrating the leading environmental performance currently available in the marketplace would meet them at the time of their adoption. As the environmental performance of products that are available in the marketplace improves, it is intended that the criteria will be updated and revised to set a higher performance standard for leadership products.

3.  Scroll down until you find the open ballot group of interest to you; then scroll over to the right margin and click "join" under the "Actions" column.
4.  Enter or select an affiliation from the drop down menu (appearing as you key in your affiliation in the Organization window), select your classification category, and click "OK" at the bottom of the screen.  You will receive an on-screen confirmation that you successfully joined the group.

If you are not an IEEE SA Member, you can either enroll in a single ballot by paying a per-ballot fee or you can join the IEEE SA by choosing an option link below.  Joining the IEEE SA entitles you to participate in as many sponsor ballots as you like for the year.

Thanks for this note.  One correction / you don't have to belong to the ComSoc or any other society within IEEE, just be a IEEE member and a IEEE SA (standards association) member.  All standards are open.
