A better document for the addition of wires (wire-add modifications) is IPC 7711/7721.

Yes, it is perfectly acceptable and WIDELY used for rework of PCBs(even MIL/AERO) when there are "errors" discovered in the PCB schematic that do not come to light until MFG of first articles is done. Much cheaper to add a wire (or wires) than spin the PCB again.
Reference IPC-A-610D section 11 for many important criteria. Wires must be staked to secure them.

Good day Technet:
We're starting to dabble with press fit connectors, and a question came up regarding adding white wires for design changes. Engineering said, "...well, you can just solder a wire to the tab of the connector lead that protrudes through the PWB"! Is this an acceptable practice? Would these modifications be flyable (defense avionics)? What about the solder filling the hole, would that hinder the press-fit pin reliability?
