As a material scientist, I feel it my duty to step in here.
Dummynium and Kooium are two different materials with radically different
properties.
Dummynium comes from the raw ore called dopeite. It seems to be found in
exceptionally high concentrations in Washington DC, though it has been
reported in high levels in Brussels as well. The refining process,
coincidentally called "elections", refines the dopeite into dummynium.
Refined dummynium has been shown to drop IQ levels by 50% or more and
seems to initiate odd sexual behavior in the male of the species. Estrogen
seems to reduce this side effect. Unfortunately, dummynium has varying
half lives, the most common being 30 years.
Kooium, in contrast exists in nature as a highly refined element. No
oxidative or corrosive states have been found. And in the known samples
of Kooium, no physical degradation has been noted in the first 100 years.
Kooium has been considered a potential cure for dummynium as it increases
IQ level. A remarkably stable compound, though somewhat rare, except in
Canada. The only known side effect is the cause the speaker to drop
critical words from sentences from time to time.

I believe the element you are quizzing us on is ruba-dub-Dubnium, but it
seems to have progressed through the names Dubnium 1968, Neilsbohrium
1970,
Hahnium 1970, Joliotium (recommended) 1994, and finally back to Dubnium in
1997.
Boy these guys need to get a life...
Element 105 - Dubnium was synthesized by a Soviet team in 1968
was re-synthesized by the same Soviet team in 1970, and called
Neilsbohrium
Element 105 - Hahnium was synthesized by A US team in 1970
The name Joliotium was recommended in 1994
The name Dubnium was finally accepted in 1997
