Her intent is likely to be - "active circuitry" or "circuit".  That is the disadvantage of a cell phone for e-mail.

Think of the saw kerf being within the isolation diffusion between adjacent die.  When chipping or cracking take it out of this area and into the active region of the chip we generally consider that as 'asking for problems'
