My experience was always that the make-up addition of Sn63Pb37 bars was always enough to level out the bath analysis.  I suppose we should ask whether the bath in question is a static tinning pot, wavesolder pot, or rework fountain.

Yep, the dross is mostly tin oxides. You will generate more, the more
turbulent the wave is. The few times that I've had a pot get low on tin, I
think it was because we were running a lot of boards with bottomside SMT and
we had the turbulent wave on a lot.

You are also right, just get some pure tin bars and add them in.
