Don brings up a good point...

There is the UL registered PCB fabrication process... then there is the UL listed/registered product...

Some organizations will request PCBs to be built with a UL registered process firm as a method to completely certify that in the end they will have a UL listed/registered product after the completion of the UL product testing. Since PCB fabrication processes affect the reliability of the PCB which is integral to the overall product reliability and safety, then the PCB fabrication process can be considered as part of the overall product design, and would therefore be subject to review...

BUT this PCB assembly process registration doesn't make the PCB a UL registered component as some people hope it will... For the PCB to get that the PCB itself must undergo design review and testing...

UL796 is the fabrication specification.  IMO there is no reason to specify a UL compliant board unless it will be used in a UL listed or UL recognized product.  

UL is a not for profit company started by insurance companies to help reduce their risk.  IMO unless a end product and the board is designed to a UL product spec, a 796 rating doesn't achieve much.
