A small footnote.
ROHS does not apply to important things like medical, aerospace defence,
automotive. Automotive has ELV which is similar to ROHS (and WEEE). 
So far as I understand it, these latest changes to ROHS - also ELV - are
intended to align them and the expectation is that there will be no further
exemptions/derogations to Pb etc. Going forward there will just be ROHS.

[[From this I deduce there must be another part of the EU which is working
on amending the Laws of Nature to bring them into line also. If you don't
like this then you will need to lobby. I believe there are a number of well
established organisations who can do this and that they will work for
voluntary contributions only :) ]]

The hmp lead exemption is still listed in the proposed recast version of
RoHS 
which is just waiting on translation difficulties to become law.
Specifically it 
now states:

7.  - Lead in high melting temperature type solders (i.e. lead-based alloys 
containing 85 % by weight or more lead),

   – lead in solders for servers, storage and storage array systems, network

infrastructure equipment for switching, signalling, transmission as well as 
network management for telecommunications, 
   – lead in electronic ceramic parts (e.g. piezoelectronic devices). 

Note that all exemptions would be subject to review within 5 years, or 7
years 
if the product has only just come into scope from the new version of RoHS 
(see Article 5 of the new vesion)
