Leland,

  If you have a working manual system I would start with that and figure out
what to add or change. There is a large Open Software system called Open ERP
but it is really big and web oriented.

 I am giving a small talk at APEX  about using desktop type tools for some
of these applications, take a look at :

When I started looking at the latest greatest tools Microsoft OneNote was a
real shocker, this is a very interesting tool for a lot of organizing work.
You will not find a ready to run solution but with some serious thinking it
might offer some solutions.

We're trying to move our current Process Change Notice process from a manual
to an electronic system.  I'd really like your insight into things that have
worked for you and those that didn't.  Fairly complete descriptions of the
best you've ever seen would be sincerely appreciated.  That's where we're
wanting to be.  All bases covered, all items included, appropriate approval
authorities, timelines, etc.  You're acquainted with the process, and it can
range from simple to crippling.

The manual system we have now works, but it is beyond labor intensive.  We
wish to streamline and simplify, yet hope to identify a world class product
that can be bought without having to resort to customized application
development.

You may reply offline if you believe this information might not be
appropriate for posting on TechNet.

As always, thank you in advance for your suggestions and advice.
