I've just re-read your original message and another thing has struck me. 
It is possible that your water is too hot! Many tinning fluxes are 
activated with amino acids or hydrohalides thereof. These can "set" like 
egg whites, which are also largely amino acids in the protein, at 
temperatures above, say, 50-55°C. For the first wash, try lowering the 
temp to 50° and see whether there is an improvement.
