TN'ers,

I was asked to find a lab that can test per IEC-61086-2. 
Can anyone suggest a test lab capable of testing to this procedure?

For my own curiosity, is this identical to BS EN 61086?
Are these procedures common or typical in England and Europe?  The US 
equivalent to Mil-I-46058C?
