Dave is on to something there!   If they had trouble with something as 
simple as keeping the copper where the artwork says it should be, 
what else is wrong?  The defect you described could be isolated, but it 
could also indicate a process problem, which could indicate that the 
fabricator isn't very careful, meaning you might find more problems.

I've gone through a bunch of vendor qualification efforts recently, as 
supply chain tries to save money by buying defective boards.  Almost 
every time that I find some passable process indicator, I find other 
defects when looking closer.
