I would think you could establish that the boards and parts would pass through an ionized zone like the left of the work station only. 

If chair and cushions are ESD, the station has an ESD mat and the operator has the ESD smock and wrist strap then you don't need an ionizer directly over the grounded rework equipment like BGA repair station, just adjacent to where it doesn't effect the process. 

Then there is no way to create a charge within the controlled area.

We recently found out that we have some Class 0 ESD components that require us to provide air ionizers everywhere these parts will be worked on. Ionization of the workstations is not an issue, but our ESD guy hung an ionizer directly over each of the hot air rework stations. This, of course, interferes with obtaining the proper pre-heat and reflow profiles necessary to get good rework results. 
Has anyone ever run into this conflict of requirements before, and how did you resolve it?
