What happens is that some of the flux goes into the tank, the IPA disperses
the rest on the PCB - along with the residues in the IPA - so you can't see
it and then dries off. 
The IPA does not dissolve all the residue components equally, so
proportionally more insulating rosin is dissolved than other components. 

More candidly
If you really want to check what is left under a component using ROSE then
you really need to snip the component off before testing.
As I often say though when someone asks me a question:  Are you sure you
want to know the answer?" 
[You may want to say the same to yourself at this point before going down
that road, and also decide what you are going to do when you get the
answer.]
Recall also that 'RMA' originally defined a flux that did not need cleaned.
Of course that was a long time ago and things have changed.

What happens when the RMA liquid flux used to hand solder thru hole
components 
is cleaned using an IPA bath and a brush?  Most comnponents come out bright
and 
shiny but happens underneath the bodies?  Ionic testing doesn't pick up 
anything.  Thanks in advance.
