Found the caps in the trash (or "fell off the back of a truck" ahem).
Print off some good looking labels, make some money.
I'd be with you too, why go to the length of making a capacitor? Or
making anything? I'd think a criminal would do the least amount of work
possible. Then again, this might not be some fly by night company with
one employee, but rather a much larger affair.
Still, I think a good chunk of counterfeit stuff is either failed parts,
or just relabeled junk. The incentive to make some money is just too
high for some.

Hi All,
We just got notified by a customer of ours that there are some
counterfeit
Murata capacitors going around, and asked us to check the reels of the
parts
that they provided to us. Sure enough, we had a reel.

I thought I would give you all a heads up about this. My question is,
why
counterfeit caps? It would seem that if you're going to counterfeit
something it would be more than just caps.
