IPC-ET-652 was withdrawn, and replaced with IPC 9252 in 2001 I believe, so I cannot tell if 652 once said that IPC-356 was applicable. However, IPC 9252 does state it is applicable, in other words, the test data is transcribed per IPC-356. If you are talking about a recent batch of PWBs, I would ask the fabricator why they are still calling out such an obsolete standard.

If a Bare PCB manufacturer provides a Certificate of Compliance stating that
the PCB was electrically tested per IPC-ET-652 does meeting this standard by
default mean that they have also met the requirements of IPC-356? On a
related subject, should the vendor stop stating they have met ET-652 and
state that they have met 9252A?
