You can include all drawings in your ODB++ output, but usually good to
output a pdf for quoting purposes. Not all vendors support ODB++, but if
they do there is no reason to supply gerber.
The VUV tool is simply a viewer. Valor obviously has tools with added
functionality available for purchase; I found CAM350 and Gerbtool Designer
included the functionality I required as a designer and were both much
easier on the budget.
