In our facility, and we are a CEM,  if board design has to be analyzed or
modified we  ask for the database (CAD) in ODB++ format. As you have
mentioned it contains all the design properties. Easier to  work with.
Gerber however is a "dumb"  file containing only instructions for the
plotters.
I am not so familiar with Aegis but I believe it does accept ODB++ filr
format. This format, on most  if not all of the CAD machines I know  is
created by a push of a button and there is no need for a special converting
software.
You can not go back from gerber to data base - once all the properties were
stripped off the design it can be done  but it is complicated and you would
need an expensive  software and even then not all properties can be
retrieved.
