Yes PWB controls the patents pertaining to the IST method. 

The method is available to all by means of test services and test
equipment. There are over 110 units deployed at service centers,
fabricators, suppliers to the fabricators (chemical and laminators) and
OEMs

If you need more information about IST it would be best to communicate
off TechNet by phone or email.

yes, EIT still runs it as "CITC".  Current Induced Temp Cycling.
