For ESD control, there is an ESD Association document.

ANSI/ESD SP15.1-2005 In-Use Resistance Testing of Gloves and Finger Cots

This standard practice provides test procedures for measuring the
intrinsic
electrical resistance of gloves and finger cots.

It can be ordered from www.ESDA.org; see
http://www.esda.org/documents/PressCatalog.pdf
Hard Copy $105.00 - List / $75.00 - Member
PDF Copy* $130.00 - List / $100.00 - Member

This document defines a fixture that would cost a couple hundred dollars
to
make. The test uses a wrist strap with a ground cord having no
resistor.

An alternative might be to test finger cots while worn using a regular
wrist
strap tester. The typical resistance range is 750 kilohm to 10 megohms
(or
7.5 x 10E5 to 1 x 10E7 ohms). Make sure the test uses a wrist strap
with a
ground cord having no resistor.

I understand the requirements within J-STD-001, in reference to COTS.

Can some of you give me the industry consensus in reference to COTS
inspection/ not to inspect?

Thanks.

Bryon
