For ESD control, there is an ESD Association document.

ANSI/ESD SP15.1-2005 In-Use Resistance Testing of Gloves and Finger Cots 
This standard practice provides test procedures for measuring the intrinsic
electrical resistance of gloves and finger cots.

This document defines a fixture that would cost a couple hundred dollars to
make.  The test uses a wrist strap with a ground cord having no resistor.

An alternative might be to test finger cots while worn using a regular wrist
strap tester.  The typical resistance range is 750 kilohm to 10 megohms (or
7.5 x 10E5 to 1 x 10E7 ohms).  Make sure the test uses a wrist strap with a
ground cord having no resistor.
