I have also used the EEM numbers and it worked very well. I added
Military type numbering to the 4 digit number. Example. A well known
thru hole resistor is the RLR07C1002FM; Replace the RLR07 with 4700 and
you get:
4700C1002FM; where the C indicates terminal type, 1002 is of course the
ohmic value (3 significant digits and a multiplier), F is the tolerance
and M is a military failure rate. The 4700 hundred covers "Resistor,
fixed value, film, 1/4 Watt, and size. Other letters can be used for
size or what ever, it you don't want the basic number to cover all of
that. Alternating numbers and letters also helps in reading the number.

There are many military specs, the basic RLR spec is MIL-PRF-39017, with
various "slash" numbers for various types or sizes of resistor.

Capacitors are a bit more difficult because they can have so many
variables, but it can be worked out.

Good idea Chet. I wish we'd done that. I will be updating our
numbering system and when I do,
this will be added. We didn't use letters initially but soon we changed
when we had to deal with
resistors like 0.1 ohms (added the R for the decimal point).

Is there a published listing of the MMM where I can grab a copy?
