Following up on my earlier question and in view of Bev's observations, it looks my effort to be brief in formulating the inquiry militated against clarity.

The question was meant to be purely legalistic. A customer reportedly wanted finished boards 'certified' as RoHS compliant. Is there any law, regulation, or industry standard defining how such certification might be performed? Is there anything prohibiting such certification?
