A few years ago I presented at Del Mar Show (hello Bill) among other subjects were RoHs/WEEE (including surface finish).  I made the statement from a board supplier perspective I had no problem supplying compliant bare boards, meaning materials compliance [RoHS WEEE].  Well, many agreed and many didn't, one follow so enraged shouted some non-flattering comments regarding Z axis expansion in assembly and walked out.  My point was the procuring activity needs to define bare board compliance and document that criteria for ease of inspection/certification.  (The fellow who left was right on, I think his last words were "thicker plating!")... Well we transitioned into Tin Whiskers' discussion, last thing I remember were the Riot Control Police arriving on scene... a very lively discussion group, great times.

  Technetters, I've noticed many discussions of RoHS and compliance on this forum over the years. A question came up here yesterday, an answer to which I volunteered to attempt to obtain.

  Is it possible to certify an unpopulated printed circuit board as RoHS compliant? My understanding is that a board's constituent materials, as they come from a supplier, can be so certified.
