I had that discussion recently and arrived at the answer of no.  001 doesn't cover cable/harness termination and cable harness shops don't do anything in J-STD-001.  
I would be interested in other perspectives.

  Hi All, I will like to check with you all,
  a) If one is trained in IPC-620, must he/she be trained on J-001 so that he is allowed to perform the soldering process during cable assembly? 
  b) J-001 touches on rework and repair, thus will one be able to perform repair/rework base on J-001 or strictly speaking he/she must be trained on IPC 7711/7721?
