But Denny, the UK Department of Trade and Industry (DTI), now called BER (don't know what that stands for), told me that collecting certificates of compliance is insufficient to show "due diligence" (how I hate that term!).  When I asked how much testing was required to show this diligence, they told me, "The courts will decide."  Since we don't want to be the guinea pig, we do a LOT of testing.

Bev very nicely outlines the test methods for each of the constituents of the circuit board (bare).

The other approach is to accumulate certifications from the suppliers of the constituent parts - the laminate, the foil copper, the mask, the surface finish, and finally from the fab shop that plated the copper.  IPC 1752 gives a format for accumulating constituent component data.  The 1752 approach is more practical when certifying an assembled board, and probably will be more reasonable when customers ask for certification to REACh, as that lists more and more substances that are restricted.  Who knows where the blending of RoHS and REACh will end up.

Not sure what your definition of certified is, but a circuit board consists of:

Epoxy

Copper

Glass fibers

Solder mask

Surface finish (and possibly intermediate layer diffusion control metal layer)



So, does the epoxy consist of one of the two banned families of brominated fire

retardants (BFRs)? Unlikely.

Is the copper contaminated with mercury or lead or cadmium?  Unlikely.  I

presume you are not making electronics for the US NAVY where an old contract

might call for cadmium in some instances because of its anti-corrosion

characteristics.

Are the glass fibers going to be contaminated with

        Mercury - unlikely

        Cadmium - unlikely

        Cr(VI) - unlikely

        Lead - possibly, but it would be exempt anyway



Solder mask - of all the RoHS substances the BRFs would be the most likely, but

extremely unlikely.



Surface finish - not in iSn, iAg, ENIG, ENERPIG, OSP, but it that REALLY lead

free HASL you received?  :)



So use XRF and look for Cd, Hg, Pb, Cr and Br.  The latter is the one that will

cost you the most to test for, IF you are buying FR4, since a hefty portion of

the total weight of the board comes from tetrabromobisphenol A (NOT restricted -

yet).  If you have halogen free boards, then you shouldn't find any.

Technetters, I've noticed many discussions of RoHS and compliance on this forum

over the years. A question came up here yesterday, an answer to which I

volunteered to attempt to obtain.



Is it possible to certify an unpopulated printed circuit board as RoHS

compliant? My understanding is that a board's constituent materials, as they

come from a supplier, can be so certified.
