Again, (sigh), it depends on whether you are talking no-clean solder paste residues after reflow (difficult to clean and redundant) or no-clean residues from liquid flux (relatively easy to clean, must be cleaned).

An attempt to throw the light of chemistry on to this difficult topic.   A true "no-clean" flux is made to be uncleanable, this is done deliberately, as making it "uncleanable" makes it non-conductive, non-ionic, and relatively safe to leave residues on a finished assembly.
The fact that it is made to be "uncleanable", does not actually mean it is "uncleanable", it means that it takes some serious mojo (a technical term meaning "mojo") to clean it up.   Isopropyl alcohol would have all the cleaning effectiveness of cold water on heavy grease.  It would take an alkaline cleaner with serious chelation, and serious time and temperature, this is not a manual clean job.
