It is obvious that a no-clean flux has been formulated to provide the 
safest conditions provided that it has not been cleaned!

Some no-clean fluxes simply cannot be cleaned, others clean off quite 
well, most of them are mediocre from the point of view of cleaning. If 
you wish to clean, it is far better to use a flux that has been 
formulated to be cleaned and to use the cleaning process which the flux 
manufacturer would consider the most suitable.

As a general rule, isopropyl alcohol is not a good flux remover, under 
any circumstances. If it is used for hand cleaning, it is far worse than 
not cleaning at all. All you will do is to dilute some of the components 
of the flux and spread them over a larger area where they may be less 
visible, but that thin layer will be more dangerous. There is every 
chance that activator residues and metallic salts from the flux reaction 
will not be touched by the alcohol so that the concentration of these 
dangerous ionic compounds will be much higher at the places where they 
can be found, i.e., exactly where you do not want them.

Also, do not forget that isopropyl alcohol is also very flammable and toxic.

In summary, if you use a no clean flux then it is better not to clean; 
if you must clean then use a flux that is designed to do so and then use 
an adequate cleaning process which should be qualified.
