In IPC-SM-840D, it only mentions the Solder mask color should be the
standard color for the product type qualified by the solder mask suppliers,
clear, umpigmented solder mask are acceptable.

It should be decided by AABUS.

In other words, if a drawing does not specify the solder mask color, is
there a color IPC standards default to, or is it uncontrolled?
