Your (US/Canadian) Law is basically similar to ours and in the absence of
detailed written specifics in the legislation a court will determine
reasonable at trial: what would be a reasonable level of effort paperwork
testing etc to demonstrate compliance. Thereafter it follows precedent.
So the UK Government people here have said if you just have unsupported
supplier assertions we will go after you. What is reasonable beyond that I
don't think has been established: [Who wants to be first?]
What non UK governments have done to enact RoHS I am not so sure, save only
that generally European Law places less emphasis on precedent and goes more
case by case.

The question was meant to be purely legalistic. A customer reportedly wanted
finished boards 'certified' as RoHS compliant. Is there any law, regulation,
or industry standard defining how such certification might be performed? Is
there anything prohibiting such certification?
