Agree.  Got measiles before... someone either dump a bucket full of it into the tank or forgot to stir... (plus extreme high current).

Yes, Dave is right. I had them too and had fun popping the big ones.
See that the leads which are at the ends of the part-look like mounting
spacers- don't have this defect because they are from a different batch of
leads and are OK.
There is a big chance that leads with this defect would have been OK for
through hole mounting and would have passed without detection of the plating
with excess of organic brighteners .

Looks just like what I had back in Tulsa. I started calling what I saw
"Blumpy" (bumpy + lumpy = blumpy) ;^)

Dave Hillman and a few others said that it was co-deposited organics from
bright tin plating.

To me, the solder joints in the picture look like "head-in-pillow" joints. I
wouldn't accept them and I would reject the parts back to the vendor. The
part looks like a TI part. I thought TI was plating their leads with
palladium and not tin though...

So a customer has the blumpies (see link to pictures below).  The hand (dry)
solder melt-front smokes like a freight train under the microscope.

My questions are:

Have we really coined "blumpy"? and
If it wets and forms proper fillets, is it conformant?
