We have an Agilent document that refers to the IPC standards, and includes 
any exceptions that we have to these standards.  Our document is just a few 
pages long -- this keeps us in line with the standards that the CMs know so 
well, and still meets our need for specificying things important to us or not 
covered in the standards.  We reference the Agilent document on the 
drawing, plus include any assembly-specific notes.  One thing we learned 
when moving from an internal assembly facility that perfectly understood what 
we wanted even if we didn't say it to external contract manufacturers is that 
we had to be very clear about our requirements and expectations.
