I'm assuming you're referring to the REACH substances of very high concern (SVHC) list when you say REACH list. If an SVHC is in your final product (article) above the 0.1% weight by weight threshold then you must notify the European Chemicals Agency (ECHA) and anyone who asks for information within 45 days.
