You are what is known as a downstream user in the supply chain for REACH.
So you do need to know if your cleaning product contains any chemical on the
SVHC list at a level above the 01% limit and if you were in the EU and ask
your supplier for such information they must respond within 48 days. This
cleaning product would hopefully never end up as part of your own finished
product so there your responsibility ends even if it does contain substances
on the list.
What is worth remembering though is if the cleaning product is critical to your
process, the presence of SVHCs might mean that the supplier/manufacturer
will consider withdrawing it from the market globally.
