One would need to look at many other factors such as cost, availability,
processability, CTE, Modulus, dielectric properties, manufacturability at
the subcontractor, long term use environment reliability, etc.

low moisture absorption?

A material that doesn't absorb moisture from the environment. Kapton is out.
