The 1.181 is from the 6012 or 6013 spec. We are using a single ply of 1080
on a lot of product between two 1 oz. copper layers with the following
caveats a) voltage between the layers needs to be low b) per the spec this
minimum dielectric spacing needs to be specified on the drawing c) use low
profile copper foils d)we test every lot of material to make sure we will
get enough flow and enough dielectric spacing e) we have our pre-preg
supplier making this to a spec we came up with that they agreed to. Have

Careful now; a single successful test tells you it MAY work, a failing test
teaches you a lot: it does not work.

FR406 1080
Glass style 1080: thickness 1.9-2.3 mil (is that the range of the glass
fibers? If not, what is?)
Customer demand dielectric thickness: min dielectric thickness of 1.181 mil
(30um).
Puzzling.

If prepreg bonding to cores then the tooth isn't an issue.

Have they got lead time to allow for a scout lot thru 
lamination?  Maybe you can negotiate an R&D type P.O. that gets you 
paid for that test effort regardless of flow/fill/delam. Then that 
becomes a gate/decision point for both parties to decide whether or 
not to proceed beyond that with full qty.
