Used in series with communications circuits - limits surge current. In RS-485 use two of them between RS-485 transceiver and connectors to external devices. They measure very low resistance in normal condition, as Mark says.

PTC = Positive Temperature Coefficient (Resistor). It is used to limit current in a circuit. The resistance increases non-linearly and dramatically when the component is heated, either through self heating (I2R heating) or externally by a heat source.

Silly, but are you sure it's a cap?
If it measures short, it's likely a discontinued PTC limiter.
The AVX current line is limited to SMD varieties. You'd have to cross to Littelfuse for physical substitutions.
