They are used to slow the initial surge of current in systems where large
filter caps act as dead shorts before they are fully charged. I had
forgotten about them.

Silly, but are you sure it's a cap?

If it measures short, it's likely a discontinued PTC limiter.
The AVX current line is limited to SMD varieties. You'd have to cross 
to Littelfuse for physical substitutions.
