I'll bet you could understand this much better if you reflowed one of these parts on a rework system while watching it under a microscope.  The picture you posted looks like there was even more solder at the shoulder which backed off after making contact with the adjacent lead.

Hi Jowan,

Check if the leads plating is Ag matte finish.
If yes, sometime such finish have solder wicking capabilities toward it's lead's shoulders.

The component was not dipped before placement
In the picture you can see the original component placed on top of the
soldered one. It's not dipped.

Has anyone ever seen a QFP where shorts occur after soldering at the top
of the leads?
And the leads look pretty dull after soldering.  Any ideas?
