The short answer is lead, mercury, cadmium, hexavalent chromium and 2 flame 
retardants that leach into the water supply (PBB and PBDE).

Here is a website that lists the exemptions along with submitted reasons for 
the exemptions. A product is still exempt when it has components that contain 
the banned elements that meet these criteria. Check out 7a, which allows 
high lead content solders.
