Yes, the important thing is not necessarily that everything is to be
"grounded", but that everything is at the same potential. 
When you wave around a big charge near some wires you will induce a voltage
in those wires.
The big charge can be you at one potential and the wire can be the
connection to Inge's 1.5V gate at another potential.
In order to make sure there is no damage, protect the device with a Faraday
cage (metalized bag, metalized box, etc), and make sure you and the bag/box
are at the same potential before opening it.

That requires thinking before acting, which is not always easy. To make it
easy, ground everything in sight. A ground strap on you and store the bag in
a grounded cabinet.

PS: when you hand a sensitive part to a person not grounded, shake hands
with the empty hands first.

Basics: there is always a potential difference between two objects.  Only 
exception : if they are galvanically connected to each other.

So, if one object is in a Farady cage, the pontential difference remains.

If one considers that we work with 1.5 volt gates today,  it's better to 
exaggerate the safety routines, than to let 'experienced' people have their 
own rules.
