Basics: there is always a potential difference between two objects.  Only 
exception : if they are galvanically connected to each other.

So, if one object is in a Farady cage, the pontential difference remains.

If one considers that we work with 1.5 volt gates today,  it's better to 
exaggerate the safety routines, than to let 'experienced' people have their 
own rules.
