Steve,

I'm not certain, but from past experience.

No polarity mark evident means non-electrolytic.

The 30 by itself would likely be the WVDC  30VDC

The value a bit more troublesome.

If the UF is to be read as stated.  .090UF or 90 nanofarad or 90,000 picofarad.

There was a day when parts were marked in micro micro farads (picofarads) 
and if this is true here the part could be 90 picofarads.

I searched AVX website but did not find a match for the layout of the markings 
on your capacitor.  Could this be an older part?  Marking layouts have changed 
over time
