Torsten,

pH13!!! None of the ordinary polymers will withstand that.  Are you sure of 
the requirement?  I've never seen anything like that.  I don't think even 
Parylene will be enough.  I used Parylene C for military encapsulation of 
parts that had to pass salt spray for weeks, high temperatures and like, and 
we found that to withstand such a harsh environment , the Parylene had to be 
so thick, that the process had to be modified. The cost per package had been 
quite unrealistic.

I would try ceramic spraying, that's probably your solution. There are lots 
of variants. I can't tell you which one suits best.  Some are for 
electronics, others not. You better check the below URL and call the 
respective ceramic spray specialist.
