Sorry for pingpong back, Bev, but phosphorous compounds and aluminum 
hydroxide sounds weird to me.  The later is very harsh to solders (if free). 
Most P compounds are causing leakage currrents and other disorders.  Is it 
red P. I'm not a chemist like you, so I cannot understand how two of the 
worst enemies to electronics can be mixed into the epoxy resin.
